In a large bowl, combine the ground beef, taco seasoning, refried beans, and sour cream. Mix well.
Spread the beef mixture evenly in the bottom of a 9x13 inch baking dish.
Top with the black beans, corn, and diced tomatoes and green chilies.
Sprinkle with the shredded Cheddar cheese.
Top with the chopped tomatoes, green onions, black olives, and cilantro.
Cover and refrigerate for at least 1 hour, or up to overnight.
Serve with tortilla chips.
